A large enterprise recently needed to deploy hardware security keys to its entire global workforce - approximately 14,000 employees across 34 countries. The security case was clear. The decision had been made. The product had been selected. What had not been fully considered was how, exactly, 14,000 physical devices were going to get from a manufacturer's warehouse to the right desk, in the right country, in the right configuration, within a six-month window.
The default assumption for many enterprise IT teams is that this is a procurement and shipping problem. Order the devices, have them delivered to head office, pack and label them internally, dispatch to each location. It sounds manageable until you account for the reality: customs documentation for 34 different jurisdictions, per-country import duty classifications for hardware security devices, the logistics expertise required to coordinate simultaneous international shipments, the people overhead of packing and labelling at scale with no specialist capability, and the compliance requirements that differ between each destination market.

The instinct to centralise a global hardware deployment through a single location is understandable. It feels controllable. Consider what "ship to head office first" actually means for a 14,000-device deployment. Every device arrives at one location. It needs to be received, checked, sorted by destination, individually packaged with the appropriate documentation for its destination country, labelled correctly for international shipping, and handed to a carrier with the expertise to navigate customs in 34 jurisdictions. The people doing that work are not logistics specialists. They are IT staff or facilities teams doing something they have never done before, at a volume that has no margin for error.
The cost of getting it wrong is not just a delayed shipment. Devices stuck in customs are devices that are not protecting your workforce. Employees waiting on hardware cannot be onboarded to the authentication system. And the longer the deployment takes, the wider the window during which your environment remains partially protected.
The deployment described above did not route through a single head office. Devices were fulfilled directly to employees from the distribution location closest to them - coordinated across five global fulfilment points simultaneously. Each shipment carried the correct customs documentation for its destination. Each package was configured and labelled for the individual recipient. The employee received their device directly, without their organisation needing to touch it in transit.

Logistics without specialist capability
Routing hardware through internal teams with no international shipping experience. The result is delays, customs holds, incorrect documentation, and frustrated employees waiting on devices sitting in a warehouse.

Import classifications, duty rates, and documentation requirements vary significantly by country and by product category. Hardware security devices are not a commodity consumer product - they attract specific customs treatment in multiple jurisdictions.
No plan for the long tail
The initial deployment gets the resources and the attention. What happens six months later when 300 employees have lost their key, 200 new hires need one, and there is no replenishment process? The deployment that succeeds at launch often fails quietly at scale.
People overhead underestimated
Enterprise IT teams consistently underestimate the labour required to manage physical device logistics at scale. Packing, labelling, documenting, and tracking 14,000 individual shipments is not a task that fits within a standard IT team's capacity or capability.
